It works like this: The current score is the sum of the last 20 votes. So if less than 20 have voted for the song, it gets a low score, even if the votes are high.

1st MusMakers Sounds Bank. There you can find not copyrighted samples made by other MusMakerers. Also, you can collaborate with your own samples and find a tutorial to how to create them.
