Well i think that for finger picking basic idea is, use the thumb on th 6(e)-4(a)-5(e) string, and then one finger of the three remaining for each remaining string of the three, got it, i speak here of the picking hand now for the fretting hand i think you just fret your chords normally, try metallica's nothing else matters good practice to sart with or try some classical music stuff |

Yes, you use thumb for E A and D (6th, 5th and 4th) and the other fingers for the rest... or not. There's not actually one way to do it. That one is just the most common. I know some jazz players that use the thumb for all the strings. It's a different technique. |

True, lots of different playing styles with fingers, you can also play guitar like a bass, of course i speak about bass players that use their fingers :p, i recommend searching the net or better if you know a good player that would help you more than you need. |

For that D/F# thingie, that means its a D chord but with an F#(which is the major 3rd in the d Major scale) sharp as bass note, its an inversion of the chord, every chord got three inversions (if i remember), i know you can use the 3rd as bass or also the 5th for the third possibility i forgot :p, it gives a different sound to the chord. |
